PROVISION OF EXTERNAL AUDIT SERVICES FOR THE ZAMBIA QUALIFICATIONS
AUTHORITY (ZAQA)
The Zambia Qualifications Authority Act No. 13 of 2011 was enacted by the Government of the
Republic of Zambia to “provide for the development and implementation of a national qualifications
framework; establish the Zambia Qualifications Authority; provide for the registration and
accreditation of qualifications; provide measures to ensure that standards and registered qualifications
are internationally comparable; and provide for matters connected with, or incidental to the
foregoing”.
In line with Section 22 of the ZAQA Act:
i. The financial year of the Authority shall be the period of twelve months ending on 31st
December of each year;
ii. The Authority shall cause to be kept proper books of account and other records relating
to its accounts; and
iii. The accounts of the Authority shall be audited annually by the Auditor General or such
independent auditors as the Auditor General may approve.
In view of the above, the Authority seeks to engage services of an External Auditor to audit the
Financial Statements of the Authority for a three (3) year period from 2021 to 2023 and provide
independent opinions on the truthfulness and fairness of the same.
ZAQA now invites interested audit firms eligible to perform audit services in Zambia, registered with
the Zambia Institute of Chartered Accountants and approved by the Auditor General, to submit their
proposals for the provision of External Audit Services through the Electronic Government
Procurement (E-GP) System.
The bidding process will be conducted using Open National Bidding (ONB) procedures in accordance
with the Public Procurement Act No. 8 of 2020 and Public Procurement Regulations of 2011 through
ZPPA’s EGP System and is open to all Citizen Bidders that meet the qualification criteria indicated
in the Standard Bidding Document.

A complete set of bidding documents in English may be obtained by interested bidders upon payment
of a non-refundable fee of ZMW 500.00 through the EGP System.
Electronic bids for the “PROVISION OF EXTERNAL AUDIT SERVICES FOR THE ZAMBIA
QUALIFICATIONS AUTHORITY” must be submitted electronically on the EGP system on or
before Friday 27th August, 2021 at 10:00 hours.
Proposals shall be opened and read out in the ZAQA Conference Room in the presence of bidders or
their representatives. PLEASE NOTE THAT LATE PROPOSALS WILL NOT BE ACCEPTED.
